We now have a solution for this, thanks to Costanza Cesanelli from Programma!
She was able to reproduce our problem by setting her Chrome Browser default language (the language the browser uses to display menus, etc., not the translate a page function) to English. So we found if I set my Chrome Browser default language to Italian, I could open these beta links. Then just right-click on the page and select translate to English (or Traduci in English) and you can read it in English.
There is a command line parameter (e.g. --lang="it", or --lang="en-US") to set your default language when you launch Chrome, but it doesn't set the language as "preferred", so it won't work on these types of links. I've attached a pdf file which includes screen shots showing how to changed the preferred language settings in Chrome to go back and forth. Very handy if you are trying for the first time to go back to English when Italian is not your native language!
