Ciao, attualmente quando gli utenti selezionano l'ora esce 0:00, è possibile impostare l'ora attuale nel day/time picker?

Intendi nella UI del picker? Che tema stai usando? Fluid o RD3?
RD3 e mobile usano un calendario JavaScript, quindi potrebbe essere modificato, Fluid usa il picker nativo del Browser che non hanessuna opzione.
